SUMMARY: The Shire of Broome has received a proposal from Aviair seeking support for the development of regular public transport air services throughout the Pilbara and to Broome. Shire officers have engaged with the proponent and key stakeholders to obtain background information and examine potential benefits for Broome’s tourism industry, community and businesses. Economic modelling on benefits for Broome is unavailable at this point. In the first instance, the Shire’s support is being sought through the signing of a Memorandum of Understanding to guide collaboration with the proponent and other local governments to further develop the proposal. This agreement would also include an expectation that the Shire to negotiate and obtain local support, including with the Broome International Airport. |

Moved: Mr P Taylor Seconded: Mr J Brown That the Economic Development Advisory Committee recommends that Council authorises the Chief Executive Officer to: 1. advise Aviair that it wishes to enter into the Memorandum of Understanding for the development of regular public transport air services between the Pilbara, Kimberley and Gascoyne, subject to legal advice being received as to: (a) the legal and financial implications of Council entering into the MOU; and; (b) advice as to other modifications that may be required to the MOU in response to those implications. 2. invite Aviair and the Pilbara Regional Council to provide regular updates on the progress and further development of the proposal; and 3. invite Aviair to provide the following at a future date for Council’s consideration: (a) draft funding contract agreement, including the requested amount from the Shire of Broome for further negotiation; (b) report and data on the economic impact and benefits that the proposed air service would have on Broome; and (c) report and data indicating the level of demand and commitment from State government departments and local businesses for use of this service.

Reason: the Committee considered Aviair’s proposal to have potential economic benefits and therefore Council should participate in further negotiations on this proposal.
