SUMMARY:         The Shire of Broome Disability Access and Inclusion Plan (DAIP) 2012-2017 is reviewed annually as required under the Western Australian Disability Services Act 1993. This report presents the 2015/16 DAIP Progress Report to the Committee for its consideration and recommends that Council endorses the DAIP Report for submission to Disability Services Commission.

Under the Western Australian Disability Services Act 1993 (as amended in 2004) local governments are required to develop and implement a Disability Access and Inclusion Plan (DAIP) that identifies barriers to access and to propose solutions to ensure that people with disabilities have equality of access to services and facilities.

 

The Shire’s current Disability Access and Inclusion Plan 2012-2017 was adopted at the ordinary meeting of Council held 18 December 2012, as per the resolution below:

 

That Council;

 

1.          Adopt the Access and Inclusion Plan 2012 – 2017 and submit it to Disability Services Commission.

2.          Requests the Chief Executive Officer to conduct an Access and Inclusion audit of Shire facilities, Chinatown footpaths and disabled parking.

3.          Amends the Terms of Reference for the Access and Inclusion Advisory Committee to include a representative from Broome CIRCLE.

At the OMC held 31 March 2016 Council endorsed updates to Outcome 7 of the DAIP 2012-2017 as per the recommendation below:

That Council endorses the updated Shire of Broome Disability Access and Inclusion Plan 2012-2017 as attached, noting the following amendments:

(a)     references to the word “disabilities” have been amended to read “people with disability”

(b)     additional strategy and tasks have been added to Outcome 7 to facilitate a culture of inclusion within the organisation.

 

The Minister for Disability Services is required to table a report in Parliament each year on the progress of Disability Access and Inclusion Plans (DAIPs) in Western Australia. All local governments are required to provide an annual progress report to the Commission which informs the Parliamentary report.

 

The Shire’s Access and Inclusion Advisory Committee (the Committee) meets quarterly to advise Council on matters of Access and Inclusion and to oversee the development, implementation and review of the Disability Access and Inclusion Plan for the Shire.

 

COMMENT

 

A review of the Shire’s DAIP has been conducted by Shire Officers and the draft DAIP Progress Report (Attachment 1) is now presented to the Access and Inclusion Advisory Committee for its consideration, and recommendation to Council.

 

The progress report considers the how identified strategies have been progressed to meet the desired outcomes of the DAIP. A copy of the Shire’s DAIP 2012-2017 is attached for the committee’s reference (Attachment 2). There are 7 key outcomes identified in the Shire of Broome DAIP 2012-2017, as follows:

 

Outcome 1: Access to Services and Events

People with disabilities have the same opportunities as other people to access the services of, and any events organised, by the Shire of Broome.

 

Outcome 2: Built Infrastructure

People with disabilities have the same opportunities as other people to access the buildings and other facilities of the Shire of Broome.

 

Outcome 3: Communications

People with disabilities receive information from the Shire of Broome in a format that will enable them to access the information as readily as other people are able to access it.

 

Outcome 4: Staff

People with disabilities receive the same level and quality of service from the employees of the Shire of Broome as other people receive.

 

Outcome 5: Complaints

People with disabilities have the same opportunities as other people to make complaints to the Shire of Broome.

 

Outcome 6: Public Consultation

People with disabilities have the same opportunities as other people to participate in any public consultation by the Shire of Broome.

 

Outcome 7: Staff

People with disabilities are afforded opportunities for employment with the Shire of Broome.

 

While many strategies supporting DAIP outcomes have an ongoing effect, strategies are reported as being completed in 2015─2016 if they were implemented as intended during the year.

 

Each completed strategy/initiative is rated using the rating scale below:

 

1.       Ineffective – did not enhance access and inclusion.

2.       Average – enhanced access and inclusion in the interim but was not sustainable.

3.       Effective – enhanced access and inclusion.

4.       Unsure – unsure or too early to tell whether access and inclusion was enhanced.

 

In conducting a review of the strategies and tasks contained within the DAIP it was evident that over the reporting period the Shire of Broome has undertaken a number of initiatives to enhance access and inclusion and made some notable achievements in this area.

 

In particular the findings of an access and inclusion audit conducted in March 2014 have identified a range of initiatives and remedial works required to improve access to Shire facilities and infrastructure. The audit findings are reviewed annually by the Access and Inclusion Advisory Committee and recommendations continue to be implemented as budget and resources become available.

 

The following recommendations were actioned or are in progress to be completed in 2015/16:

·    Upgrades to ACROD parking at Cable Beach

·    Ramp upgrade to address drop off due to change in pavement level in Chinatown

·    Repairs to paving at Broome Public Library

·    Installation of power assisted door closers at BRAC

·    Lighting of ACROD bays for night use at the Broome Civic Centre and Shire Admin building.

 

The progress report is attached for the Committee’s endorsement, and recommendation to Council prior to submission to the Disability Services Commission. Please note the report is submitted through an online submission process which affects the formatting for printing and review.

 

CONSULTATION/STAKEHOLDERS

 

In accordance with the Shire of Broome Community Engagement Framework the community is engaged at the consultation level regarding the monitoring and review of the DAIP. The Access and Inclusion Advisory Committee oversees the development, implementation and review of the DAIP. The Committee comprises a range of community representatives who have been selected to represent the interests of the Broome community with regard to access and inclusion.

 

The DAIP is available publicly on the Shire of Broome website and in alternative formats upon request. Questions, comments and feedback are welcome and are considered, responded to and actioned as required.

1.          Notes progress made towards achieving the outcomes identified in the Shire of Broome Disability Access and Inclusion Plan (DAIP) 2012-2017.

2.          Endorses the draft Disability Access and Inclusion Plan (DAIP) Progress Report as attached and requests the Chief Executive Officer to lodge the report with the Disability Services Commission.
